SmarterMail 16 - Spool Overview Action Functions are Poop

In Chrome and Firefox, the Action Function menus (Manage User, Change Password, Disable User, etc.) are hit or miss. There is no stability.

Sometimes, they appear for a second and go away. Sometimes they completely lock up the web browsers.
