SmarterMail 16 - New User should not be a 2-step process

Proposed
In my opinion, creating a new user should be a 1-page single form process.
 
Right now, SmarterMail requires a username and password before proceeding to the user information form.
 
I think the current 2-step process is tedious and confusing for a domain administrator.
