What are counted as Open Tickets on the Ticket Status Report

When running the Ticket Status reports, its easy to understand what is defined by a closed ticket.  When I run a ticket status report, the Total Open Tickets column for each of my groups is a very high number that does not reflect the true number of remaining open tickets.
So, what is the Total Open Tickets number representing?
