The "Reply to ticket" window should be at the top of the page (adjacent to most recent reply)

When a ticket gathers more than 2 or 3 replies, it's very annoying that the latest reply is at the top of the page, but the reply dialog is at the bottom of the page.
This forces the user to scroll to the very top of the page to see the most recent reply.  It's quite annoying.
Please move the reply dialog to the top of the page so that the most recent reply can easily be referenced.
An alternate solution is to order the items the same way as in the Community section.  Then, the reply dialog at the end would be fine.
