Can you integrate a softphone other than Communicator with record call and agent extension functionality?

I saw this article which shows how to integrate your VOIP system with the call log, and that's great. But what about integrating with the VOIP settings to route calls to specific agents or the call recording feature? Can those be used with a softphone other than Communicator using the web services?
