Cannot disable thread moderation

Answered
For some reasons, user threads in the community must be moderated in Smartertrack 13.0.6564. Meanwhile, the users role allows them to Edit/Delete Posts and "Moderate new user community posts" is disabled. Is there something wrong with this feature, or is my configuration wrong?

Forget it. My roles were misconfigured which caused this issue.
