SPAM tagged emails not following Content Filter Rules

We have a client that for their own reasons prefer to accept all email, including SPAM-HIGH flags. They do at least have those emails tagged.
They also have a Content Filter rule that anything with a .7z attachment should be deleted.
We are seeing emails come in that have .7z attachments yet they are still being delivered.  They are also being flagged as SPAM-HIGH.  
Is there a conflict with the SPAM tags and the Content Filters?

I can also confirm that when I sent a test and it was not flagged as SPAM - the message was in fact deleted. So the Content Filter is working, just not when an email is tagged SPAM-HIGH

When Content Filtering runs on an email the order of the filters in the Content Filtering list matters. The first content filter to successfully meets its requirements will be used and no other content filtering will then be performed after that.

It sounds like the "Delete email with .7z attachment" filter is ordered after the "Deliver SPAM-HIGH messages" filter. Reversing the order should provide the intended functionality.

It is the first in line of Content Filters. The SPAM HIGH is part of the Spam Filtering and not part of Content Filtering, so not sure how to put that above Spam Filtering.
