Setup new community post notification for non-user

We need to also notify a developer of a new community notification - we don't need him to be a user as this is his only "interaction" with ST.
I'm using ST v10.1
How would I go about setting up this notification for him? I tried adding a rule in Events > System events - but adding a post didn't trigger an email.

You'll want to ensure you're running the latest SmarterTrack 10.6 which is available on our download page here:
Once upgraded, please remove the event and re-add it. Does the event fire then ?
