Specify which Department should be displayed when creating a ticket in v. 10.2

Our company is looking at using the ticketing system for both internal and external customers. The issue we are finding is that when any user creates a ticket all departments are displayed. We would like to have set users only have access to specific departments.
 
Is this possible?

It is absolutely possible. You simply need to set the Portal Submission Requires role for each department. That is the way you will specify who can submit tickets for what department: anyone (anonymous users), whether they have to be logged in, etc. Here's KB article on how to Specify Who Can Submit Tickets.
