We did paging for release notes for some time. While is shortened the page, it did also make it more difficult to find particular entries, whether they were fixes or changes, etc. So we opted for one page per year. It does make the page longer, but it's a bit easier to find things now. We also added the ability to see just Important changes, which are listed by Build as well.
