It seems that with the July 24, 2024 or July 25, 2024 update (8971 or 8972), the mailing lists "To Address" got broken. If the "To Address" is set to Subscriber Address, the "To Address" in the emails sent to the subcribers is not the address of the subscriber, but the first person on the list.
