Outbound SMTP Setting Not Work as Spectected.

Hi 

The outbound SMTP Setting at the user level has a problem if toggled off. 

At the domain level, Outbound Gateway is selected, and "Use primary IP selections are unavailable" 

The email fails delivery or does not try to use the Primary IP. 

Error message in Deliver Log

Outbound SMTP is not allowed. Reason: Outbound SMTP disabled.
Delivery for mail@mai.com user@outlook.com has bounced. Reason: Remote host said: 550 Outbound SMTP is not allowed

When trying off Outbound SMTP at the user level should just keep the user from setting up their own SMTP server and should not override the domain setting for Outgoing Gateway.

You musunderstand the intent.  This option allows you to configure an internal-only account.   Those users can send to other local users but not to external addresses
