Survey settings are not applied to Live Chats

When you have a user with "Email Surveys for closed tickets" disabled in their Portal Settings, this setting does not apply to Live Chats. In fact, there is no option to turn off Surveys for Live Chats. So long as Surveys are enabled for any Department that is available to Live Chat, every user opening a Live Chat for that department may get a Survey Request.

So in situations where certain Users asking for support are abusing the Surveys, we cannot turn off Surveys for those users. Surveys are only off for Tickets, and not Live Chats, and we cannot just disable Live Chat support.
