Place created bounce message into PROC not SPOOL

Is there a way, when the SmarterMail delivery process ends up creating a bounce message, to have that bounce message placed into the PROC folder instead of the SPOOL folder for immediate delivery back to the sending user? 

I am trying to find a way to have that created bounce message either sent to an admin or by using Declude have the bounce message placed into a folder for admin review. 

While certainly some bounces do indeed need to go to the sending user (such as reason mailbox full or not a valid recipient) other bounces messages are required to be reviewed by an admin.
