Adjust New Email > Ordered List to be hierarchical

Proposed
New Email > Ordered List is not hierarchical.  By this I mean the only option is to make the numbering or ordering scheme to repeat itself like this:
  1. test
    1. test
      1. test
  2. test
    1. test
      1. test
The proper outline method is to differentiate each level.
1.    Test
    a.    Test
        i.    Test
2.    Test
    a.    Test
        i.    Test

This allows differentiation between levels.
