Inconsistent behavior taking email ticket

Using Edge on Windows 10 April 2018 update with all current updates applied.  This behavior has been going on for some time.
 
Looking at the Global Tickets Queue - We see the tickets that need responding to.  When clicking TAKE button on the right panel above the preview of their email, the behavior:
 
75% of the time (guess) - the popup window appears showing the email and I have the option to reply.  Expected behavior.
25% of the time (guess) - there is no popup window and the ticket just goes into my active list.  So I have to then change to my active list, then find the ticket, then reply to it.  Unwanted behavior.
