Help with Mailing Lists and Distribution Lists

Have a customer who just migrated over from another platform.
Several users make use of Distribution Lists in their contact.
Need to accommodate these users somehow. The suggestion of using Categories is not ideal. The suggestion of using Mailing List seems like better option, however... it appears only the domain Admin has access to creating, editing, and managing list users and not the actual end user.   Is this true, or am I doing something wrong?   Doesn't make sense that only the Admin would have access to Mailing Lists (this totally limits the use of the feature since end users can't make their own)

Hi Rick. Only the system level admin and domain level admins can create and manage mailing lists. You may want to submit a feature request to SmarterTools to see if they can add end user administration for this.

If you want to compete with Exchange, you HAVE to give user the ability to make a distribution list.
