Can system admin create auto responder for individual email accounts ?

Can System Admin accounts on domains create auto responders for individual email accounts ?
We are still using Version 14.xxx and it does not appear to be possible.
Is this possible with Version 15 or 16 ?
 
If NOT, this would be very useful when staff changes and administration needs to update a bunch of autoresponders at the same time. (interns, temp staff, seasonal staff, etc)
Killing accounts off totally can be counter productive as it can trigger the email harvesting settings and get IP's banned. (as it has been doing on our server)
