Change text of second "Start Ticket" button

Answered
The button named "Start Ticket" at the end of the ticket form which confuses some people.  I need to rename the text on that button to something like "Complete Ticket" or "Submit Ticket".
 
How may I do that?  We host our own ST so if there is a resource file we need to change, we can do that.

We discussed it here and agree with your logic.  Next minor of SmarterTrack 10.x will have the text "Submit Ticket" as the second button text.  That is due for release this week.
