Adding attachments to a ticket will scroll page to the top

When adding an attachment to a ticket (new or existing) the page will refresh, moving the view to the top of the thread.
Clients are finding this annoying in long threads, as then then need to scroll back down to enter the message of submit the ticket.
Is this intended behavior?
This can be replicated on Chrome, Firefox and IE.
Smartertrack is a locally hosted instance and version is v13.0.6564.19256

Thank you for reporting this problem. Fortunately, we have already addressed this issue in version 13.1.6600, which was released this past Friday, January 26.
