ST13 - Changing Theme requires manual web site restart

You probably are aware of this but I wanted to make sure this is covered.
 
Every time I change scheme in My Preferences I have to manually restart the website in order to resolve the issues reported earlier.
 
Here are some that I have experienced require restart -
