Spool not clearing 16.x

In 16.2.6442, we see a couple messages in the outgoing spool that have been there for a while. 30 minutes, 2 hours, etc. When we view the SMTP logs we can see that the message was transferred successfully to the recipient. In the spool it shows attempts as 0 and the recipients 0/1. None of this makes sense but having to search the logs continually to ensure that these messages went is a real issue. Please advise.

We noticed this happening a lot if the recipient was a user who's xml file was huge (couple gigs) due to a bug a couple editions ago that cause replications of forwarding address (up to 100 lines of the same address being listed as a forwarding address of the e-mail).

These files are 15.9KB, 13.5KB, etc. and we see this happening on incoming emails as well. Spool shows them as Receiving for over 3 hours, but they were in fact delivered.

oh, separate issue then; ours would not deliver the e-mails, the spool would just be completely locked up.
