Spool not clearing 16.x

In 16.2.6442, we see a couple messages in the outgoing spool that have been there for a while. 30 minutes, 2 hours, etc. When we view the SMTP logs we can see that the message was transferred successfully to the recipient. In the spool it shows attempts as 0 and the recipients 0/1. None of this makes sense but having to search the logs continually to ensure that these messages went is a real issue. Please advise.
