Add "IsDeleted" and "DateDeletedUTC" to GetTicketTimeLogs Reponse

When we capture time logs from Smarter Track the GetTicketTimeLogs API call returns Time Log data but it doesn't return any fields to indicate if the log was deleted.
I propose adding "IsDeleted" and "DateDeletedUTC" to the return.

Guys we need this addressed - I can't understand why it hasn't been in the multitude of updates since this bug was pointed out.

We now have tickets were people made time log entries on the wrong ticket by mistake, they delete the time log but the API doesn't indicate they are deleted. This is causing some headaches here now.
