transfer ticket malfunction

We performed version upgrade from 12.0.5949.18157 to 12.4.6186.24000.
1. Stop IIS site and app pool
2. Copy data
3. uninstall
4. Reinstall
5. Start app pool & site
Everything else seems to be working but transfer tickets feature gives malfunction page. 
During  upgrade we moved installation to another disk but on logs I cannot see errors relating to that.
Anybody any ideas?
