Outlook 2013 geting Syntax error

Let me start by saying that I am convinced that this is an Outlook 2013 problem, specifically while logged onto a domain account.  So I'll understand if you tell me to take this somewhere else...
 
But since I am not making any progress chasing this down from the client angle and not a lot of bites in the Outlook community; I thought I might run it past you all here since you may have seen this before.
 
I have a laptop running Windows 8 Pro and Office 2013 Home and Small Business installed. We are using active sync with home directories redirected to the server.
 
When I am logged into the domain account and try to set up a POP3 account with our provider that uses SmarterMail I get this:

Any leads on what might be the issue would be greatly appreciated.
