Licensing issue

Not A Problem
I receive the following message when trying to login to an account."SmarterMail has a licensing conflict"
I installed the free version as a testing server with one domain and one mailbox. Logging into admin works, I just cannot log into the one mailbox I created. Tried to reactivate and it asks for a license code. Do not want to enter the one from my production server.
What's going on?

Got it fixed.
had to delete
<licenseKey>to</licenseKey> and <activation>to</activation>
from mailconfig.xml
