Can't Resize Content Pane

Resolved
  1. Open webmail in IE11 or Chrome
  2. Scroll down and click on the bottom message in your Inbox
  3. Try to resize the content pane (the one that lists all your messages)
It may work the 1st time, but then it gets stuck and you can no longer move it.

This is still broken in version 15.4.6151.
