Spool Delivery Delay option

For some reasons, certain users request me to hold all their future outgoing email in server spool for 10 minutes before letting the email to send out from the server.
 
While exploring the settings in Smartermail, I found an "Delivery Delay" option under Settings > General Settings > Spool tab and the default setting shown is 1 second(s).
 
Would like to know, if I change the setting to 600 seconds, does this mean all emails will stay in spool for 10 minutes before delivery? This is applying to both incoming and outgoing emails? Does this option available under user level?

Yes it will.
If clients want that type of customization then you should host them on a dedicated solution as not to affect other domains on the same mail server

I do believe this applies to all incoming and outgoing mail.

It is possible to set an event per sender and lower the priority of the email but from what I recall you cant set delivery delay per priority.

I believe the OP should tell his clients how is server is configured, ie for everyone's interest to have mail delivered as quickly as possible and if they want different, sell them a dedicated solution with a managed smartermail installation.
