How to change customfield dropdownlist values after ticket submit?

How can I change the values in dropdownlist custom field after a ticket is submit?
 
I succeeded to change the values of a dropdownlist custom field in 'GetCustomFieldOptions' function but after the ticket was submit the values in the dropdown return to the default list.
I have tried to change the dropdownlist values in 'StartTicket' function, but it is possible only to change which custom fields will be displayed and not the values of a certain custom field dropdownlist.

Hello, what version are you on? I tried this on 11x and was unable to re-create it.
