Why is the Global address list different in the web client than it is if I add it to outlook?

We have an exchange environment that exists along with our SmarterMail environment.  When I log into the SmarterMail web client and look at the Global Address List I am able to see all of the contacts from our SmarterMail and our Exchange lists as one.  However when I "Add to Outlook" I can only see the SmarterMail contacts and none of the Exchange contacts.  Why is this and is it possible to get the same contacts seen in the web client to load to Outlook as a GAL?
