How can I give agents access to the global tickets queue?

I want to give agents access to the global tickets queue. Right now there do not have access. I played with all the options in agent role and cannot find one that does it. It I make the agent a manager they can see the global queue.

At this time you will need to make them as a manager for them to see the global queue.
