No survey URL in email, despite tag being there

After our latest upgrade to 10.1.5318, the survey offer emails sent when a ticket is closed do not have the survey URL.
 
The emails get sent; the text in the email matches the template; but no URL. The email template does include the [%SurveyUrl%] tag at the bottom.
