Is it possible to show an announcement or some other form of text on the Home Page only and not on the inner pages after logging in?

The fully customizable Announcement area for the portal is managed in the Brand settings (Settings -> System Settings -> Organization -> Brand and then the Announcement tab for the Brand), and it should only appear on the home page of the Portal. When you move to the KB, News or even the Community, that Announcement isn't displayed.
 
Therefore, I'm not sure what you mean by "not on the inner pages after logging in?"

When a new client comes to the portal I want it to be clear that they have to register in order to submit a ticket so I used the announcement tool for that message.
 
After a client has registered and already logged into the system that message "must register first" has no purpose.

I understand what you're saying, but the default message on the New Ticket page may work for what you're trying to do. You can manage the message that appears when a user goes to create a new ticket, and here you can inform them that they need to be logged in to submit the ticket. To adjust that message, go to Settings -> System Settings -> Tickets -> Ticket Settings and click the Portal tab. Here you can change the message that appears on the new ticket page of the portal. I hope that helps.

As an aside, while this message would still appear even if the user is logged in, at least it's on the ticket submission page and not in the main portal area.
