Get SmarterMail to refresh new account based on copied folder structure

We're migrating to new Servers and from version 5 of SmarterMail to version 13.2. However we're also using a Control Panel that manages SmarterMail, at the same time we're also updating the security requirements for user passwords to make them all more secure.
 
So we are setting up the user accounts with newly generated secure passwords in our Control Panel, which is creating the account in SmarterMail. Is there any way we can just copy across all the email folders and files from the old SmarterMail installation into the new SmarterMail folders, and then have SmarterMail pick those up so they can be seen in the WebMail interface?
 
For example we have a user Sue, who has a few GB of email filed into 159 different folders, so we first created her account in the Control Panel, which set up the account in SmarterMail 13.2. We then copied all the email files and folders (not any .XML config files) from the older installation into the Mail folder for the new one, but SmarterMail doesn't recognise them - is there a correct way to do this?

We have a knowledge base article on how to move SmarterMail to a new server.  This will bring over your settings, configurations, users, email, etc.  After you move the data should show up in the web interface. [Sorry if this duplicates a comment I just posted, I had meant to post this as a reply, not a comment so I'm re-posting this as a reply.]
 
The issue we have is we use a control panel (Website Panel) that manages all aspects of the domain, including creating and maintaining email accounts in SmarterMail.
 
As far as we know Website Panel has no facility to import accounts from SmarterMail so if we follow a standard migration path as described in that article, the email accounts we brought across cannot be updated using the Control Panel. Also we have a number of old accounts that we don't want to migrate, as well as a number of existing accounts that have very insecure passwords.
 
So we decided the best option was to use this as a clean up exercise at the same time and setup and create all the email accounts from fresh using the new Control Panel and then just copy across the email files into the user folders, for the users that need to be migrated.
 
This is what we've done but we cannot get SmarterMail to recognise the email files we have copied into the new User folders in the SmarterMail installation on the new server.
 
Is this possible?

Hi Simon,
 
There was a file structure changed in version 7 so if you just did a starting copy from 5 to 13 the files would not been in the correct location.  We do have a utility that will automatically do the file change for you.  Please send me an email to sales@smartertools.com and put it to my attention and I can provide you the utility.

What about the case where your smartermail is hosted by someone hosting multiple (100's) accounts?  They certainly won't release the XML and/or .dat files to me because they contain sensitive information from other customers.
 
Is there a way to export the emails and import them without using these files?
