Mailing List feature not showing in Domain Admin accounts

My Domain customers can't create mailing lists. I have tried to figure out how to create mailing lists with out any success.  I have the feature turned on and allow Domain Admins to use them.
but the option to create a mailing list does not show up in Domain Admin's Domain Settings page...?
Not sure what to do. Does anyone have an idea on how to configure this feature to work?

For anyone else coming here to get an answer to this question, domain administrators can manage mailing lists from the Accounts page.
