Merging Tickets Not Displaying Selection to Choose Primary

We can select two or more tickets, then in the "Action" menu select "Merge".  The "Merge Tickets" pop-up appears and contains the instruction, "Select the ticket to be the primary:".  However, there is no list of tickets displayed in the pop-up, and it will not allow selection from the main ticket list/pane.  

Am I doing something wrong or is this a bug?

Hello Jim, 

When you are doing this how are you doing it. For example. Here I am selecting three tickets, right-clicking and selecting merge


Then I get the popup with the ticket option 


Are these the steps that you are following?
