User can't connect through IMAP or POP3

A user reported the following problem: "I can log in via the web portal, but I've tried my iPhone, o365 from my windows laptop, Yahoo mail client and they all won't let me connect via iMap or Pop. I'm using [mail.thedomain.com] as the in/out domain and the userID and passwords you provided. My iPhone tells me it won't support a non MD5 connection, but the rest just won't connect at all"

I can connect fine to the account through Thunderbird and Microsoft Mail. 

In the Administrative logs, I'm seeing the following IMAP errors for their IP:

Any thoughts on what the problem is

More detail from the client:
"On my iphone I keep getting the error message that mail.thedomain.com won't allow a SSL connection and it asks if I want to try to connect without SSL. When I do I get the IMAP server error that mail.thedomain.com doesn't support MD5 Challenge-Response authentication."

I've tripled checked that I can connect fine from my Android phone and from Thunderbird using the same settings (SMTP with SSL on 465 and IMAP with SSL on 993 ) and URLs.

It looks like your user is throttled via IMAP
