Add a "Block Authentication by Country" setting per user

I think it would be very useful to add a "Block Authentication by Country" setting that can be customized per user.

It would be useful because many customers have employees who always remain in the same country, but also employees who travel abroad for work (for example commercial agents)...

So it would be nice to be able to set a block for all countries except, for example, Italy as a general domain setting, and then add exceptions to other foreign Nations only for those users who need to travel to these additional states.
