About the autoclean folder when enabling
allow user override auto-clean settings

If the user goes override why delete the existing rules?
You cannot maintain them by making a copy that the user can then modify.
With override spam setting it already works like this

Also I would be happy if the user could just add new rules without changing the ones imposed by the domain/server admin

This would be a great feature request so rather than disabling the top level rules they're over riding them.
