ClamAV is not working with SM 15.7.6970 and Windows Server 2016

I was browsing through the SmarterMail (version 15.7.6970) delivery logs and I saw that ClamAV was failing with:

[2023.07.21] 08:17:34 Calls to ClamAV have failed many times.  Restarting the clamd process...
 [2023.07.21] 08:17:34 [20889] Unable to run Clam virus checks: System.Net.Sockets.SocketException (0x80004005): No connection could be made because the target machine actively refused it

I am running on Windows Server 2016 with the latest patches.  I am also running BOTH

Microsoft Visual C++ 2015-2022 Redistributable (x64)


Microsoft Visual C++ 2015-2022 Redistributable (x86)

I do not have a firewall blocking port 3310 of the loopback address.


Is there any issue with this older SM version running with “Microsoft Visual C++ 2015-2022 Redistributable”?  I have tried repairing the “C++ Redistributable” without luck.  Does it require an older version?  Any help would be greatly appreciated.
