Problem migrating SmarterMail server

I'm trying to migrate an instance of SmarterMail to another machine and I'm getting a browser error that says unexpectedly closed the connection, error code ERR_CONNECTION_CLOSED when I try to access the interface. I've moved several instances of SmarterMail in the past with never an issue so this seems weird. I look in the Windows application logs and don't see anything. Are there any other SmartMail logs I should check?

This one sounds like a configuration issue in IIS potentially. Can you first check to see if you have a binding set up for http://localhost:9998 and see if the web interface comes up properly that way?

Okay I added a HTTP binding, IP address unassigned, port 9998 and an empty host name along side my other bindings and it in fact does come up.
