New email accounts have forwarding on?

I just noticed when setting up a spam account that the option for Forwarding has "Forward all email to another address" set on but with no forwarding address.

Is this normal? I assume I can set it off if no forwarding is required.

If this option is enabled in the user defaults it will be enabled for all new users you create. There are two places where this can be set. ( see image below ) The one on the left is for the server. The one listed under the domain is domain specific and will override the system level settings.
