Allow for phased mailbox migration

Proposed
As I currently understand it, a migration is a one time shot. for many migrations that is ok, but if you migrate a bigger company it can make sense to have an initial sync and then only sync the rest once the customer is ready for full migration. The final sync then takes considerably less time, meaning it can complete in a short remaining migration timeframe.
