Delayed MAPI delivery to Outlook

Is anyone having a problem when using MAPI with it taking a while, 4 - 15 minute, for new incoming email to show up in Outlook Inbox?  Even after hitting Send/Receive emails do not download to Outlook.  

The new emails show in the web interface and mobile devices right way, Android and IOS, without delay, but they do not show in Outlook.  It is not a delivery issue since the emails are on the server.  But they just dont download to Outlook.  

We see this with Outlook 2016 and 2019 across various desktops.

Yes. It acts like a scheduled push to the client instead of dynamic.
