CPU 100% and never goes down

We are on the latest release Build 7503 and it never has the CPU under 100% load.. I really need some help!

it seems the command line AV scan was causing the issues.  Once I shutdown the command line AV scan it is now very very low on CPU % .  We currently have webroot installed on the Mail Server and were calling Webroots CLI scan with the following command: C:\Program Files (x86)\Webroot\WRSA.exe -scan=%FILEPATH

Why would the AV calls to scanning cause this? we have Clam AV installed as well as the default for SmarterMail.

We are running in a VM enviroment with 120K IOPs on the server 8 Xeon 5000 Series CPU cores and 32GB ram on a R720XD server.
