IOS not getting all email from inbox

Users are reporting they are not getting all emails. For example they claimed they were not getting emails from 3:42 pm till 8pm ish.

I checked and the mails are getting to the server and they are in the inbox. For some reason iphone ios 13.x does not get all the emails.

Has anyone else noticed this?
