Separate SMTP In (25) and Submission Port In (587) Max Sessions

We recently set a max SMTP In of 100 to help keep our server from being overwhelmed during spikes in incoming mail.  The issue is, end users submitting on port 587 get the 421 Server Busy message and that generates helpdesk calls.  Remote servers on port 25, on the other hand, just retry later (and don't call us, lol!).  We would like to be able to see SMTP In Max Session and Submission Port In Max Session separately so that when we try to rate-limit incoming messages, it does not affect users and generate error messages in their mail client.
