Seeing a whole bunch of files named folder-xxxxx.changes at the root of the user account

Wondering if anyone else has seen this at the root of their user's folder even before I go into the mail folder.

Here is the content of one of the files: ᄻͼ

They are only 1k in size but I have close to 450 of them. Are they safe to delete?
