SmarterMail V17 Not Receiving Mail After Reboot Until After Service Restart

An unusual problem.

With the last 2 or 3 versions of SmarterMail 17, upon rebooting the server, either Windows Server 2019 or Windows Server 2016, and logging in the SmarterMail service shows started under Administrative Tools.

Users can connect to the service through browsers and perform normal operations; however no email is received on the SMTP port until the service is restarted.
