Original attachments are included in replys

An email with an attachment or attachments comes in, I hit reply and the original attachments are all included for some reason. I applied update Version: 16.3.6843 problem still occurs. Reset both Firefox and Chrome to default  (clearing history, cache... everything). But problem still remained.  
Need to resolve this.

Do you have inline images in the email?  If so, those would be included.  We are currently unable to replicate on our 16.3.6843 servers.

Hi no these are standard PDF's and word docs. So as users try to send, the reply email they get an over limit error as all those attachments are included.  At times the attachments are hidden and one would have to save to drafts then edit in order to remove it.

And the users are using the webmail interface in either FireFox or Chrome?  No other client is being used?
